No. While the effect doesn't belong to the vidder, the sequence of clips it was applied to does. The best thing to do in that case is to contact the vidder directly and ask how s/he accomplished that particular effect. I have yet to meet the vidder that isn't willing to teach someone how they accomplished a particular effect. You can also post a thread asking how to accomplish a certain effect in a certain editor and there is probably someone here that can provide an answer. I think all of us will agree that immitation is the best form of flattery. I know there are many effects that I have seen in a vid and decided to apply to a vid of my own, it's how we learn. Besides, this effect was timed for a particular piece of music and would probably look out of place in your vid aside from being easily recognizable.
